Healthcare Reform: What does it mean for you?
Submitted by Jeff Warstler, Van Wert County Hospital Controller

On March 23, 2010, President Obama signed into law the Patient Protection and Affordable Care Act.  The new law, to be phased in over the next several years, includes  provisions expanding coverage to older dependent children, prohibiting denial of coverage based on pre-existing conditions, subsidizing insurance premiums, providing incentives for businesses to provide health care benefits, expanding Medicaid eligibility, and establishing health insurance exchanges.  Some of the changes to take effect over the next year are provided below.

Expanding Coverage for Young Adults.  Children under age 26 will be allowed to remain on or be added to their parent’s family policy.  This applies to all children that do not have insurance coverage availability through their own employer.  Many insurance companies and employers have agreed to implement this program early to avoid gaps in coverage for recent college graduates.

No Pre-Existing Condition Exclusions for Children Under Age 19.  The new law will prohibit insurance companies from denying coverage to children based on a pre-existing condition.  This includes both restrictions on benefits as well as refusal to provide any insurance coverage.  By 2014, the provision will be extended to persons of all ages.

Providing Affordable Coverage to Adults With Pre-Existing Conditions.  Persons who are currently unable to obtain insurance coverage because of a pre-existing condition will be able to enroll in a Pre-Existing Condition Insurance Plan (PCIP).  The provision aims to temporarily provide coverage to individuals with health problems through high-risk insurance pools.  Each state will implement and administer its own program.  Monthly premiums are expected to range from $140 to $900 based on a person’s age and state of residence.

Banning Lifetime Limits and Restricting Annual Limits on Coverage.  The new regulations will prohibit the use of lifetime limits of insurance coverage and will phase out the use of annual coverage limits over the next few years.

Eliminating Arbitrary Rescissions of Insurance Coverage.  Insurers will be prohibited from retroactively canceling your insurance coverage when you become sick due to an unintentional mistake on your insurance policy application.

Please check with your employer to learn how the changes will be implemented where you work.  Persons can visit the federal government’s new website, HealthCare.gov, to learn how they can apply for the high-risk pools and stay informed of other changes to health insurance plans.
